Allergy or intolerance to smoke is a very common problem. It is the most frequent agent who brings on airway re-activity and ending in an asthma attack. Many regulations are in place to protect patients from exposure to passive smoking.
This has been a problem for me personally, as I am very intolerant of tobacco smoke making me experience a shortness of breath; I understand your situation. Where there are laws in place concerning workplace safety from passive smoke inhalation, you may report to the supervisors and convince them to take measures to enforce the laws.
